UOI is one of the biggest Olechemical factories in the world and has been built on an area of 18 hectares, located in Special Economic Zone (KEK) Sei Mangkei, Blok M, N, R, S Huta VI District of Bosar Maligas, Simalungun, North Sumatra, Indonesia, where 30% of equipment manufacturers using domestic products, the plant is designed to process CPKO (Crude Palm Kernel Oil) and 95% of the products will be used by Unilever factories around the world.

Project Control Engineer

Deskripsi Pekerjaan

Unilever Oleochemical Indonesia (UOI) is one of the world's Oleochemical Company which located in Kawasan Ekonomi Khusus (KEK) Sei Mangkei, Kabupaten Simalungun, North Sumatera, is welcoming high caliber professionals to come on board as part of our management team as PROJECT CONTROL ENGINEER.

Main Job Purpose :

The Project Control Engineer has overall responsibility to lead the project team by providing comprehensive project control support and planning across all phases of projects. Involve in Budget Preparation, Cost Monitoring, Cost Control and reporting. To support the Program Manager with progress reporting including schedule updates, forecast to complete, Cost Control, variance identification and opportunities for improvement.

Job Roles & Responsibilities & Accountability:

Lead project team by providing comprehensive project control support and input, including the project set up cost and change order analysis, across all phases of projects.
Handle project planning & cost engineering functions involving schedules & budget preparation, cost control, forecasting, progress & cost reporting
Preparation of Project Schedule, Monitoring and Periodical Updates
Develop Work Breakdown Structure (WBS), Variance Analysis, Integrated Baseline Reviews, estimate to complete
Establish and maintain harmonious relationship with Consultants/PMC Contractors/Vendors and other specialized contractors to ensure project delivery meeting cost and schedule objectives
Support past period cost performance report and fiscal budget at prescribed intervals
In charge of the Reporting Management
Review all Contractors Claims and resolving disputes
Take part in internal construction meetings
Take part in meetings for the coordination of construction design, methods and works and takes into account changes in the schedules to optimize deadlines and costs
Provide data for cash flow estimates.
Review the detailed schedules prepared by contractors and checks the progress of their work
Ensuring the Project controls team produce weekly / monthly reports in line with the project and company reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
Ensure that project controls processes are consistently applied across the project.
Manage governance to ensure robust cost and schedule performance for the agreed Scope of Work across integrated programmes managed across multiple suppliers.
Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects
Support the development of requirements for specific resource-loaded schedules.
Work closely with the Project Manager, commercial manager and Project QS to maximise the potential of the project.

Qualification & Competency Required:

Technical or Engineering Degree is essential.
Minimum 5 years’ experience in a similar role
Effective communication within team and with stakeholders
An experienced user of the relevant Programme tools, techniques
Experience in the implementation of Earned Value Management based Project Control systems, in accordance with relevant national standards
Experience in working on NEC 3 projects
Practical ability to utilise critical project management concepts (e.g. EVM, project planning, risk analysis, configuration management
Computer literate & experienced in Microsoft Office applications. Fluent in auditing and implementing site improvements.
Proficient in Primavera, Work Breakdown Structure (WBS) Development, Variance Analysis, and Integrated Baseline Reviews
Willing to relocate to KEK Sei Mangkei, Simalungun, North Sumatera

Professional Skills :

Experience as Project Controller
Project Design, Construction and Commissioning phases, Manufacturing and/or Engineering experience
Proven track record of analytical thinking and project management
Site Contractor Management
Construction Risk Assessment
Experience of managing high value budgets within a project or operational environment
Fluent in English Language and, preferably Indonesian
